The office's Policy for Roof Installations asks "Is a permit required for a reroof job on a single family home?" and answers: "No, a permit is not required unless the decking is to be repaired or altered." It adds that new sheathing or repair to sheathing does require a permit, that the 2021 International Residential Code's roofing chapter is enforced in full except the ice barrier, and, on licensing: "Yes, when a project is over $3,000, depending on monetary limit, either a Home Improvement Contractor or a Building Contractor licenses is required." Because no permit is pulled, the office notes it "may never see the work that was done", which is the practical reason to check the licence yourself.
